Hacking question - why there is no link between worlds legit cia ?

as i've heard legit cia's are made from bundled consoles,it said like this on *snip* website,so why dont we have legit cia of link between worlds ? sorry for noob question and awful English

Newer bundles come with a code to download the game instead of having the game preinstalled on the SD card. I don't know if that's the case for ALBW but I would assume so.

I think Nintendo didn't like how easy it is to share and use legit cias so now they only give download codes with bundles. Once a legit cia is in the wild they can't get it back.

probably just a way to cheap out somehow. tho unlike discs or carts I don't see how preinstalled would cost any more than a dl code.
