Homebrew [Release] PicoDrive 3DS with local multiplayer (using Input Redirection)

This is a port of bubble2k16 PicoDrive supporting 2 players using Input Redirection. It's the third emulator I've added this feature to (the other two are blargSnes and snes9x_3ds, which were announced in this post: https://gbatemp.net/threads/enabling-2-players-on-homebrews.615425/).
To play with someone else, you need an Input Redirection client (android or windows), a gamepad connected to the device running the Input Redirection client and fill in the IP address of the 3DS in the Input Redirection that is running (please do not enable Input Redirection server in the CFW of the 3DS. Emulators have their own Input Redirection server).

    The switch emulators on pc rely on your CPU mostly, and they only use a single core, so GPU not as important as a good CPU. I don't use switch emulator, but many here do, and willing to help.
