Not with only a Slot-1 card.

If you have a DS-X, an R4, or an M3 Simply then there's no way to do with without Wifi. For other carts, you might have success with Eepinator. I'm not entirely sure. It will involve pak-swapping to the game to dump the save, then pak-swapping back to your slot-1 device to write the save. This may or may not work on your device.

Restoring a save to an official game pak should work with nearly any slot 1 cart. It's only getting saves off of official game paks that can be tricky. Eepinator should work just fine.

Yes, for restoring save files to original carts you should be able to use Eepinator without issues.
