Is the a Good Guide for 3ds rng?
Whit When i have to softreset etc etc?

No, RNG abuse in general is awful to do on 3ds. DS lites are like $40 at gamestop las time I checked.

Please, NOT gen4. Gen5 is acceptable for RNGing on 3DS, and even gives you Dittos in hollows, the easiest thing to actually RNG.
Anyway, doesn't Smogon have some clarifications about delays on 3DS and such?

I've seen it mentioned somewhere, might have been reddit though. Dont quote me on this, but I think it's like 7 seconds or so

Okay also i must Start the Game 7-8 Seconds before timer1 is on Zero?
When i press a on the Continue screen when Timer2 is on Zero?
Or have i any time Softreset the game?
