Since I only have access to WiFi via the USB connector (I can do WEP w/ my router, but it won't connect to my DS).

If you have a flash cart you can back up your save from a retail game, yes. There's save backup utilities, though they don't work on a DSi and don't (yet) work with HG/SS.

You never specified which game you wanted it for, it works for 3/5 of the current DS games, so it's worth a mention.

can somebody help me (sorry if this problem has been addressed) i am using pokesav and saving 1 pokemon as a pkm file draging it to sendpkm and it tells me
to use 192.168.1.102 and all i have in my party is a kakuna and a geodude but after checking the gts status i get a communication error 00000000 and nothing happens i dont have any firewalls up so i dont know whats wrong
im using soulsilver

Can this be done using a Nintendo Wi-Fi usb connector? If so what are the steps since there is no option to edit DNS when using the connector.

Nope.

Edit: Well, not on the same computer that has the connector. You'd need to use sendpkm on a second computer and change the first computer's DNS settings to point at sendpkm, then it would probably work.

Apparently if you alter the DNS on the actual computer it'll work w/ the USB connector. Sounds like the Python script would be ran inside the VM, but I'm not sure if the DNS would be changed on the actual OS or the VM.

Ok, I'm not getting the pokemon at all when I enter the GTS.

I'm adding the DNS code in the right spot so I'm not sure what the issue is.

Can someone provide me with a Jirachi's PKM ? I can trade every Pokemon I have without trouble, but as for Jirachi's PKM, I couldn't. I've Entered the GTS hall but then my DS giving me a Bluescreen with 000000 error (turn off and restart the system).

Since I can trade with any other pokemon without any trouble so I'm guessing this have something to do with Jirachi's , and I got my Jirachi from the link posted on the 1st page (US event).
