Yes, Sonic and SEGA: All-Stars Racing has AP that only the AK2i, Supercard DSONE/i, and 1 or 2 more flash carts that can get this game to work. Sadly, no, the game does not work on the R4 and there are no fixes for it yet.

Apparently that release was nuked. Presumably a new release thread will appear when the ROM is re-dumped.
