Homebrew System Trasnfer to N3DS

Right now, I don't have a N3DS.
However, if this question is answered, I will use it when I get one later.
I want to transfer my legit FBI cias, my badge info, my NNID, and my apps I installed on the eShop.
Right now, my O3DS is on 9.2U.
Any luck?
EDIT: What if the N3DS's firmware is newer? Will it still transfer?

someone can correct me if I'm wrong, but I can only think of 1 way to do this

1) create emunand on o3ds and unlink the sysnand and emunand
2) update the emunand
3) get n3ds and update it to latest fw
4) use the system transfer tool and transfer from 10.3 emunand o3ds -> 10.3 sysnand n3ds
5) downgrade the n3ds if you want
6) ???????????
7) profit

Edit: I'm saying this way b/c I'm pretty sure that the system transfer tool connects to the internet and requires the latest FW to run

This can be done in gateway emunand if both emunands are 9.2-9.5 by installing the recent Nver and tiger and then running freemultipatcher. Essentially the same way you get eshop access through gateway. Once you're in 9.5 on both, you can system transfer. I've done it twice.
