it needs a border and the colors don't look right on the dragon...

To be honest, give up on any form of art if you think that looks good in anyway. Everything about it is out of place, and creating signatures is one of the easiest thing to do. You asked for an opinion, be prepared to hear the worse.

Meh.

I think the too many dark colors on the dragon and there's no contrast leaving it looking strange. Background is totally out of place and the text looks like it doesn't belong anywhere in the signature.

If I'm honest neither sig look that good. As many have already said your character and background just don't go well together.

but it's not that good.... what format are you saving in? what's the dpi (it looks like it was done at 72)

I like the colors though, they play well together, but go and refine it some more, think about making the bg tie into the character better!
