Where is the cog icon?

On the Customise Portal page

It says "For 2010 Portal options, please go back to the Homepage and click the cog icon."

I've looked all around and I'm not seeing any cog icon.

Can anyone tell me where it is? A screenshot of it might be good.
Or give me a link to the page it takes you to?

I've never heard of or seen this cog icon.

I just used the options on the page you linked to.
