[Update 2] The journey of fixing slow laptop

So like always, my sister give me the most obnoxious stuff to do.
This time: Her friend's laptop.

Dell Inspirion 17r. When I saw Dell, I tried not to get a heart attack. [i3 3th gen, 6GB of RAM]
What she did? Her mother turned off her PC when partition was being formatted

Okay. After buying a new pendrive [and verifying that my old pendrive is dying] and doing some heavy testing, I can already tell that HDD needs to be swapped. [80% of HDD has unfixable bad blocks, 15% works, the rest is just corrupted]
My dad was actually negotiating with me that "I/O" related errors and "Read-only" errors were only due to corrupted partition table and that formatting would fix it but after further inspection [ft. Failed Grub installation] I diagnosed that HDD is done for good.

I contacted my "client" [Oh, how professional] and she's probably willing to shell out for HDD.

To put it simply, user has been abusing formats, repartitioning and probably other stuff which I don't recall.
The HDD is done for good and nothing can save it other than it's own death.

After all those bad experiences I am probably never going to buy another HP device again, it's not like I'm missing out cause there are plenty of other brands that work better for the same price.

AMD doesn't produce mobile CPUs and these CPUs shouldn't be put in tablets and anything like that. Just PCs.
 
@Felek666 I don't know where you got that from but they definitely produce mobile CPUs and they always have for as long as I can remember. In fact my first laptop had an AMD Sempron and it wasn't half bad for the time, well except for the awful SiS graphics card with an almost complete lack of any hardware acceleration. The tablet PC was a Turion 64 X2, which, looking it up online is definitely a mobile CPU. As was the Sempron.
 
I recommend running S.M.A.R.T. tools. It sounds like the drive might be damaged. I had something similar happen to me with someone's Dell laptop recently and after screwing with it for over a week I found out the hard drive was going bad.

By mobile I meant for portable devices like Tablet, not laptops.
AMD never created a real compatible mobile processor for tablets and other so stuffing it inside a tablet pc is asking for it to burn.
 
why dont you install windows 10 with your pc by swaping hdd then inserting the fresh win 10 into the laptop
 
harddrive is probably bad, just put in an ssd and call it a day. the cpu is fine.

The "screeching sounds" from HDD are indication enough that it is failing. You're basically wasting your time at this point ; ask your sister if her friend is okay to replace it (with a SSD if possible), otherwise just give it back.
 
Why did you disable secure boot? you don't need to at all to re install Windows 10. You might well need to disable fast boot to see the USB drive as a bootable option though.

On Rufus use these settings with secure boot on:
  • GPT partition sceheme for UEFI
  • FAT32 File system
Based on what you described I suspect either you have a pen drive with awful read / write speeds or a bad Windows 10 ISO. The hard drive in the laptop could also be failing, however you are having issues before you even start accessing that which makes me suspect the pen drive, Windows ISO or another setting that has been messed with.

An i3 3rd gen is not a bad processor and 6gb of ram is perfectly fine.

Delete the existing partitions presuming you have backed everything up, create one large partition with the Windows installer (this will take a couple of seconds) then select that to install Windows 10 on. The Windows installer will create other partitions and quick format them as required.

@Felek666 It was more of a laptop than a tablet really, it's what would be called a 2-in-1 convertible today as the screen could be rotated and closed face up. Though it was 12", so space for cooling was a bit limited which probably didn't help things.
It was probably an awful choice of CPU for that kind of build. But mainly it was just an awful choice of CPU in general.

If there is bad sectors, your HDD is quite dead, i'm sorry to say that. At least we know where it is failing. I recommend you a little SSD + HDD (if your sister likes to download a lot of things, go for a 750 Gb or 1 Tb (for the HDD ofc))

I'm going to try with 16GB pendrive today, if it doesn't install, i'll give it back to her so she can get it into service. I could repair it further but i got no money for PATA/ATA HDD

Oh god may have mercy on this beaten up HDD.
