I didn't think it would happen but it happened! Even though China is packed full of people, you won't find anyone with a 3DS except foreigners. I'm here in China visiting my relatives and have been here for almost a month and in the car today I met someone from Japan! Best of all, he had one of the pink puzzle pieces for StreetPasses AND it was his birthday today so I got that accomplishment as well. I'm guessing he'd only just arrived with the update having only just come out recently as he'd completed lots of the new puzzles presumably from StreetPassing other Japanese people.
