Json- ALL-APPS offset Fix for 14.0.0+

here is a basic json patch to fix offset wallpapers in 14.0.0
I have included a example of how this json looks
it simply removes the 50px gap nintendo decided to use

this patch is more for themers as a jumping off point to get things rolling
but you could just as easily apply the json with your favourite wallpaper
