ModMii classic can build dols for any custom website, just install modmii for windows, launch modmii classic, and go to the advanced downloads page and choose to build an internet forwarder dol (many other types of forwarders are supported as well as other advanced downloads). From there all you need to do is inject the dol into a wad using customize mii and tweak it to your liking.
