You need to edit a file to allow the firmware to be updated.Do not update past firmware 6.20 if you want a permanent patch.

Edit2:

[6.20's permanent patch will work on every PSP model that 6.20 can be installed on.6.60's permanent patch only works on the 1000 models and earlier 2000 models. If you have a 2000 and you're not sure if it's an early or late model, you can try the permanent patch, and if it tells you it's not supported you can downgrade to 6.20 and use the 6.20 permanent method (or if 6.20 is not supported, stick with the default temporary version]

Edit:

Steps
  1. Power on your PSP.
  2. Click the 'SELECT' button.
  3. Go to the USB Device. Change the Memory Stick to flash 0.
  4. Connect your PSP to your computer (On windows). Click VSH and click the version which is a text file. The version in the text will be 9.90. Change it to 5.50 and save it.
  5. Enjoy updating your PSP and add awesome games.

Believe I had Pro C3 or something around there before a lot of PSP content went offline around the time I sold my 3000 in 2014 to 15. I now have 2x Japanese 1000s one with 6.3x ME and another updated to 6xx ofw(torn apart atm for painting so can't get the exact version). Completely forgotten how to actually safely change CFWs. Making them for my daugther's since the PocketGos never came and PSP is better anyways.

On this step, not sure what to install, having a 1000 it says to use CIPL, assuming the one included with "PSP Go & X000 CFW [6.61-PRO"

3. Install and run PRO or ME (L)CFW (VCFW).

The rest of the steps look pretty straight forward to me at the moment.

I'll have to sort through my old PSP memstick pretty sure I have some homebrew that's no longer online as well, some plugins and a homebrew game that's kind of like quake 3.

This guide is a tad outdated even when it comes to infinity, it no longer needs to build files like is stated in the OP.

In the case of a 1k system like you have its a simple update to 6.61 OFW like normal and if you had plugins from an older CFW then remove them as some might not work on a newer firmware
then use the files from "PSP PRO (L)CFW for 1000, 2000, 3000, & Go [6.61-PRO CFW-2015-02-14_MOD-2015-03-33-F]"

Run PRO update to install CFW then run cIPL flasher to make it permanent, after that you don't need any of the installer files anymore.

The tutorial has been updated for Infinity 2.

This work with stock ofw for PSP E1004? Street?
It will now work with PSP Street. If you tried installing Infinity 1.0, use Baryon Sweeper to unbrick. I posted some links to it in the original post.

Technically, it works on all PSPs, but your motherboard doesn't require Infinity. Just install the cIPL from the Pro CFW download.

Reset the console to factory settings and wipe the card I guess? Then follow the install instructions here.

Use chronoswitch on the system, then install ofw. I had to do this when my cfw got corrupted through infinity, but I fixed everything. Quadruple boot through infinity now.

As long as my Vita can't play some PSP DLC my PSP still has some use. Darn you Disgaea 2, why does your best version have to be for PSP? (Yes there is a remake, I don't like it).

Can I change from 6.61 ME 2.3 to 6.61 PRO C2 on a PSP 3003?

Recomended is either 100/1000s models. For he 200/2000 models early ones are prefered since later models may give problems with this specific custom firmware. For 300/3000s models don't even try, it most likely won't work right.
