If it is possible why has no one made one yet? Does just no one want to?
there are two technically, one only seems to work on the Switch which is TOTKLie, you can find it on github but it has not been updated in a long time, and then UltraCam Beyond by MaxLastBreath has the startings of one built in but in its current state can only tweak a few things, does work on switch and emu's but the version that supports some of these features are only available through his Patreon/Kofi and Discord server if you pay for the subscription to get early access.

Cheats do on the fly. I believe op means save editor
I'm willing to bet they mean a memory Editor, like LibreVR's BOTW Memory Editor for Cemu. Save Editors are fine to set it and forget it, but unless you have the know-how of using like Edizon or Breeze or whatever to live edit code in the game, you cant make use it as effectively. LibreVR's editor let you choose your items, weapons, armor and edit them live without having to reload your save, it is insanely convenient having a program that lets you do Save Editor stuff as you play the game without having to stop, upload your save, edit, download and swap save files, and thats not including the transfer process if you are using a console rather than an emulator.

the reason i wanted something like this is because of libre vrs memory editor, you can spawn literally anything you can spawn ganon spawn models and stuff which is cool and i would like to see something similar in totk

It's certainly possible, I've manually modified item ids into other objects on BoTW (using Cemu + Scanmem on Linux), and it's fair to assume that ToTK follows a similar memory map. I might have to look into it a bit more later this week, or at least write up the process.

IIRC MaxLastBreath is planning an actor spawner in the Patreon version of UltraCam.
