I am thinking of buying this card...

ULANSON PCIE Expansion Card w/ External 4-Port USB 3.0, Low Profile, SATA 15-Pin Power Socket

So far, this product only has 1 review on that side. Has anybody else bought this? Is this good? Is there a better alternative?

The question is, what do you need it for? Just a few extra powered USB3 ports? Are the ones with your motherboard/case not enough? Or is it speed you're looking for?

To answer the original questions... Never bought this specific one, it's as good as most others (I'm not going to bother looking up which controller it uses for a more precise answer), and whether or not there are better alternatives depends in what you need it for (value vs performance).

you are going to want one that supports UASP

UASP is a bit conditional. Not all vendors support it (at the firmware level), so it depends on what USB3 devices he wants to plug in.
