These are not the normal button scancodes https://problemkaputt.de/gbatek.htm#dskeypad which would be at 4000130 and 4000136 (you can see examples for those in let's say pokemon platinum), 23D629A is a proprietary (= implemented by this game) area of memory used for storing button presses that whoever created this code thought to be a better choice than the standard hardware addresses, maybe it's only used during a race and/or software debounced, maybe they just wanted to make it harder to understand

Ahh, they only wanted to enable the button at specific points in the game, gotcha. I found the list in the PDF.. thx.
