now I'm wondering, isn't it easier to just have various region System Menu installed as different titles and a way to switch between them by software... or is a specific region Wii more than just a specific region System menu ?

the system menu alone doesn't influence the region.

Even with a hand rating somewhere along the lines of sniper/brain surgeon that is still a pain when it comes to soldering.
