New 3DS doesn't boot, only blue light, can access GM9 and Rosalia

Hello,
I have a New 3DS (non-XL) that randomly stopped working a few years ago. I tried many things at the time, and intermittently tried to fix it over and over again.
Currently it turns on to the blue light, screens are always black.

Here's what it can do, with and without SD card inserted:
Turns on with SELECT to Luma settings.
Turns on with START to Godmode9.

Here's what I have tried:
Leaving the console on for long periods of time, letting it discharge, recharging it, removing and reseating the battery.
Removing the R4 cartridge and keeping it aside.
Reseating ribbon cables, can't remember all the ones I reseated. I remember the one underneath the SD card place was particularly difficult.
Booting with 3 different SD cards (4, 16, 64), with my preexisting data and without. Currently using the 4, which has been approved by h2testw.

I have seemingly updated Luma? It says its the newest version when running with and without SD card. I kinda regret it now because I can't ask it for an ARM exception code.
I have tried CTRtransfer which seems to have succeeded. After that, tried to restart and it made no difference.

If you can help me escape this hell I will owe you forever!!

Try disconnecting the camera ribbon and booting without it:

I should mention I was never able to access recovery mode either
