Hacking No Custom Texture Toggle

In RA - Dolphin Core, there is no Toggle for "Custom Textures". Is that normal? Textures are in the correct spot, but all I see is the text "Custom Textures" but no Toggle hahah. Is there a config file somewhere ? The RA config has no mention of it as I already looked.
