Lol, I think this happens sometimes in video game sequel history. Either

a. Nintendo licenses the first one, decline the sequel, then license the sequel to the unreleased sequel. or

b. It was released in a different region, localized for the 1st and 3rd one, and never bothered with the 2nd one (like final fantasy)
