The internal speaker works, measures 8Ω, crackles when fiddling with audio lines and there's audio out through the headphone jack; I can hear the amp is running due to the slight noise as well as popping when dis/connected. There's actually some game audio coming through the head phone jack; you can just make out the 'bading' boot sound, but it's nearly inaudible. Presumably this also goes out though the speaker.
I have gone over all traces, re-flowed all solder joints, checked continuity and everything looks fine - except there's no game audio. The headphone board is currently removed, and it made no difference. I know there's a switch in it that turns the internal speaker on and off, but it seems to be working and the problem affects both outputs anyhow. The volume pot also seems to be okay as it measures different on varied input. The game cartridge works fine in another system. I'm completely stumped.
