RetroArch libnx for Switch gets overclocking function added to nightly build

@m4xw and the Libretro team have merged their overclocking and downclocking build of RetroArch libnx for the Nintendo Switch. Currently, the feature is available in the latest nightly build, offering improved emulation for PS1 and N64 games on the Nintendo Switch.

This PR implements overclocking functionality for RetroArch libnx.
There are 3 "Overclocking" and 3 Underclocking options.
This has been unified with lakka-switch's code (thanks again @natinusala).

On exit RA will restore the default system clock.
On docking RA will restore chosen clock (same with undock)
On focus loss RA will restore the default system clocks.
On focus gain RA will restore the chosen clock.

Very interested in giving this a try!!! @m4xw you would know better than anyone, all the negativity people are throwing towards the idea of overclocking...should I be concerned or all of the comments I've read absolute crap? Also thank you for your hard work even though we have a lot of a**holes who make it a challenge for you even though you do it out of interest and kindness. I respect it and I know many others do as well.

i mean they test these things making sure its safe and works before releasing it. so i trust them on that

True, although that's because it's charging and upping the resolution to 1080p.
It's because the gpu is being overclocked when docked. Like what has already been stated, overclocking the gpu results in heat, overclocking the cpu doesn't make much of a difference when it comes to heat. Not to mention that when docked the switch isn't getting as much air flow as it is in portable mode.
