Hardware Wii U not outputting video to Gamepad (or TV) even when paired

Assessing the damage on another Wii U I picked up. I'm assuming this is probably completely cooked, but I figured I'd see if anyone had any ideas.

Here's the situation:

• Console has never output video over HDMI or AV since I received it.
• Was able to blindly pair a Gamepad to it using Recovery Menu
• Gamepad will initialize the console, but appears to be receiving no video signal either from an initial start up, or when flashing the recovery menu, meaning it's paired and getting no video signal with the console (The gamepad is fine, I've paired with another working console I have, zero issues.

So I guess here's the question: would this solely be caused by EMMC failure (at which point maybe I try to see if there's a way to fix this via Rednand/ISFSHax) or is this potentially indicative of something else on the board failing, given it won't output any video to anything via any method.
