Switch version is known not to work at this time. Only PC and PS4 version are tested

I'm looking for a .ITC creation tool. Currently I'm using "ITP Converter PS v7.0" and it is giving me errors. It is not creating the offset and files size in the header. Does anybody know a good tool?
