How to edit GBA sprite arrangements?

Hi, I'm trying to figure out how to rearrange sprites in a GBA ROM, specifically Shin Bokura no Taiyou. I'm trying to update the translation for the game, as a lot of menu stuff is still untranslated. A lot of the stuff that's missing is just graphic stuff, a lot of which is fairly easy to translate. The problem becomes some chunks of graphics get reused for other labels, and I can't figure out how to rearrange the sprites.
