i tried that with the aes_keys.txt i got but it keeps telling me that i need wifi to be on even tho it is (im on android)

not true, the latest update does support itSadly Citra does not support home menu emulation

Even if it is supported, it would be considered piracy as you would need the firmware or NAND of the console.
You haven't considered the people that do have a 3DS with a NAND backup? In that case, it's not piracy.
