I dont think you have a rival in Johto, but I haven't got that far. I played original G/S when I was 5 or 6 so I can't remember that either.

Yes you do have a Rival in Johto - it's the Red-Headed Guy who stole the Pokémon from Professor Elm at the Lab.

Once you do beat the Red Gyarados, you will get the Red Scale, a item you
can trade with Mr. Pokemon north of Cherrygrove for a EXP Share.

The EXP. Share is probably one of the most useful items in the game, if not the most important.
