Will the Wii boot without a drive attached?

So if these steps are taken, is it able to go to the system menu just as normal? Sorry, I can't try myself, since "my" Wii is property of my brother and he asked me, not to disassemble it.

Yes it will boot to the system menu with no drive attached.

If you do not have a drive plugged in, all Official Channels and etc. will stop abruptly and display: There is a problem with the disk. Please eject and refer to the User Manual.

So I at least have to attach the drive's main board... OK.
