For me it depends more on execution and availability. There was much 2.5D stuff and the first "real" 3D game should be Mario 64 from 1996. Stuff like Banjoo, Silent Hill and Metal gear solid were also late 90s.
So imo real 3D gameplay on home console was more in the late 90s and combined with how many people had a 3D console and not a 2D console, I go for early 2000s as "golden hour of gaming"
