Cannot get DLC to work with out of region game (SMT4A) Any help massively appreciated.

In short: I have an European 3DS, the game I'm playing is undubbed version of Shin Megami Tensei 4: Apocalypse, this is the US version. I cannot get the DLC for this game to be recognized, neither the US or EU DLC work, I've tried both. I've tried reinstalling the CIA's both DLC and region swapping them with Luma to no success.

Any tips would be very much appreciated!

I probably have a solution to your problem. Have a look at this:

What you need to know is the beginning (about the luma configuration, you probably know this anyway), and then scroll down to the bullet for "locale emulation." This should let you use out of region DLC on your 3DS. In my case, I use it for DLC for japanese-region games on my US console.

You will need to make a folder for SMT IV if you don't already. The title ID can be found in FBI in your titles list, or you can look it up online such as this site:
http://www.3dsdb.com/
