In response to this thread, I've created a list of language patches for DSiWare games, for use on DSi consoles with Unlaunch (optionally with TWiLight Menu++) installed, or 3DS consoles as a CIA file converted from the patched .nds file.

They are xDelta patches, so you'll need a tool such as xDelta Patcher to patch the ROM.

Japanese to English
Replaces the Japanese files with the English files from the retail DS version.

Created by MetLob

USA English (X-Scape) only
Replaces the languages other than USA English with the USA English versions, so it'll be shown for all regions and languages (with minor side effects).
Applies to the USA ROM.

Created by Rocket Robz (me)

If there are more DSiWare games that contain more than one language and/or region in a single ROM, please let me know, and if possible, a patch could be created.

Wow, thanks so much for not only the response, but being on top of new methods of getting around things!

When you mention "minor side effects" for X-Scape, are you referring to say the logo still being X-Returns on boot on Jap lang. systems, or are there gameplay bugs or something?

The square being slightly off sometimes, when typing out a text.
Gameplay and title screen are fine.

Didn't have the time until now to test out the X-Scape patch; works like a charm! Thanks so much!

The other games that were giving me trouble, the Art Style series, have various conflicting parts of them that are in Japanese if you play them on a Japanese 3ds. Each has an in-game instruction booklet (in the dsi UI style), and depending on the title, there will be English in there or Japanese even though all of them are USA vers. of the .nds. Some games have a brief graphical tutorial section in Japanese, too. Would Tinke be able to remedy all of those?

Additionally, Base 10 (Decode in Japan) doesn't have the option in godmode9 to convert into a .cia. As for as I can tell it's unplayable because of this. Do you know why this would be?

Could be because the header states that it's DSi-Enhanced, instead of DSi-Exclusive.

I did notice that. I actually just managed to find a version of it that was already .cia and it's working now. I guess they just converted the .nds using PC tools and didn't run into the problem.

Is there any possibility of a patch for the USA version of Shantae: Risky's Revenge to allow it to be played in English on a Japanese DSi from the system launcher? It works fine with region overridden when launched from TWiLightMenu++ on the same system, but I would really like to be able to have a working icon for it in the regular launcher too. The NDS bootstrap formwarder doesn't seem to support locale overrides for DSiWare so far as I can tell...

It should also work from forwarders. After launching the forwarder, hold the Y button to open the per-game settings menu. You'll see the same settings found in TWLMenu++.

Worked perfectly, thank you! I had forgotten that menu existed

College costs, college loans, book prices, the entire thing is predatory, oft touted as essential to a successful life for my generation and the ones since, and completely unaffordable without putting you through an insane financial hardship for literal decades in many situations.

It's important for society to be healthy and educated. If those things can't happen because all of the institutions that prop up those industries make it unattainable for all but a small portion of society, then your society is largely going to be disease ridden, dying, and uneducated in very short order.

Issue is it's too rich of a coperation already with bad sugar diets causing diabetes and killing teeth a new set of teeth around 90k

I agree it's not easy for the average American, let alone the ones below that average. Free / cheaper healthcare is much more important I think than free university education.
Of course like @mthrnite said, why not both. But I doubt both will get solved at once, and surely healthcare is top priority.
