Is it normal for the home button led to stay off

I have two PS Vita 1000 control PCBs. Both of them work fine but in one of them the blue led light on the home button doesn't turn on while the system is on use
It only lights up orange during a charge. Whereas the other one has this dim blue light that stays on while the system is being used.

Is this just a hardware revision quirk or something to be concerned about?

Could be a plugin,

could be you burned your blue LED, could be the belt to the left board or a belt connector to either board. It could just be a belt not connected right.

It shouldn't mess with operation.

If it's burned, you can replace the surface mount LED if you want. Tough solder IF it is.
