V1 can't run higher than fuse stock OFM without RCM

Posted a previous post thats a bit misleading due to my own incomplete re-learning on the RCM/Hekate/Rebuild NAND process. Here is question with all the learning bugs worked out.

Son's switch (v1 unpatched, NAND rebuilt once a few years ago, don't remember how) did an update a couple of months ago and doesn't boot anymore. Don't know starting OFM and update OFM version.

Able to RCM->Hekate boot OFM and found 16.0.1. Hekate report fuses are 16 (13.2.1 - 14.1.2)

Rebuilt NAND with various OFM versions. Only those matching fuse pattern will boot without RCM->Hekate. Self booting 13.2.1-14.1.2 system update will grab the latest 18.0.0 and won't boot after reboot and doesn't change the fuse count. Rebuild process is EmmcHaccGenGUI with prod.keys from LockPick_RCM and various FW versions from repositories. Placed on SD card along with boot.bis and SystemRestoreV3.te and restore both BIS and SYSTEM.

Like to get to a switch that can self update to latest OFW on sysMMC and self boot. 14.1.2 can't sign into eShop anymore without a system update. Although I read its desirable to keep sysMMC OFW on older versions to avoid problems?
