I am having the exact same issue but for me it works on bluestacks emulator android but it doesn't on windows
So I am not sure my internet connection is the problem here...
I have a few questions:
It fails right from the start or % sometimes reaches a certain point?
You tried only on android?
Have you solved it? If yes how?

Considering the emulator has been taken down completely, I would assume so has the fetch protocol for those files. Do we know where they downloaded from in the first place?

I cannot speak for any of the other forks if they still work or not.

It still works, it requires a very nice and stable connection

I found a solution through this video, just make sure your 3ds region is set to USA and set the option (at the system files menu) from "minimal" to "new 3ds"
link to the aes key and home menu files:
*modsnip*

Once you do that and finished with downloading, you'll be able to open the home menu! But, at some point it will ask you to tune the 3d depth slider up. This can be done by editing the "config.ini" file in the citra config folder. You'll need a document editing app for this. Open the "config.ini" file and scroll down to the "Renderer" section and there you will find the "# Change 3d intensity" option, below it has a "factor_3d =" with an empty space. Type in "255" in the empty space and save the changes, restart citra and open the home menu!
