Hardware 3DS interacts weirdly with batteries

I ordered a New 3DS XL from Japan a while back, and while it works well for the most part, it has a defect that's driving me mad. If the battery is depleted, the system refuses to charge or power on. Whenever I put the charger in, the orange light turns on for a few seconds, and then goes back off. If the battery runs out, I have to charge it in another 3DS to keep using it. Also, it seems to drain battery even when turned off. I have no idea what's causing this, and I haven't had any luck with figuring it out. Has anyone else had a problem like this? Are there any potential solutions?

not sure of the battery. but. for drain while shut off. Do you have a flashcard in the game card slot by chance?
