Hacking Modified SoftChip that works for Rock Band

I have problems installing cios232 on a friends wii, installation returns with -1 error but it works on mine (3.2U) with the same procedure (found on 1st page here) and with same SD card. can someone explain? his wii is already hacked with HBC and cios249 rev14

why cant i find any answers anywhere with the multi cios installer installations that fails with -1 error.... i see a lot of people having the problem but I could not find any answer... it works on my wii but not on my friend's and they are hacked the same way
